Someone should make a remake of Mega Man 9 with Wily Wars graphics. Heck, someone made a remake of Mega Man 7 with 8-bit graphics and that same person is working on a remake of Mega Man 8 with 8-bit graphics. Of course you can't make a remake of Mega Man 9 with 8-bit graphics. Mega Man 9 is already made 8-bit.
I used ModPlug, which is a tracker, but that was for the base song, which I grabbed off the net. All I did was use XM3SMPS and convert it to be used in Sonic 1.
Why? It is. The Genesis produces 16-bit sound, proving it. If you're saying that due to the lead and PSG, well it was made to sound identical to the Wily Wars arrangements. Think if of a Wily Wars upgrade, not a full blown Genesis song.
I don't know but, when you listen to Genesis music then SNES music you'll feel that they both give off a different sound. Even though both of them are 16-bit. Listen to Wily Wars then to MM7 on the SNES & I think you might agree because since this version started I knew it was SEGA, it gave off a Sonic feeling to me. Pretty good remix though.
The Sega Mega Drive uses a PSG and FM soundchip, and the songs contain the instrument data. Meaning, that each song in the game can use a different voice bank. However this uses alot of ROM space. The SNES, however uses WAV samples, and is limited to 8 channels. What's worse, is that each channel is a different instrument. On the MD, each channel can have a variety of instruments, and the drums are even in the same channel, like a midi (EO P1)
The SNES also has a forced instrument set, so each song sounds the same. Like, the exact same. Thus, my song may sound weird, but it's sound driver (Sonic 1 SMPS) is superior than the SNES sound driver. If only I could have 12 FM, 6 PSG and two DAC. That would ROCK.

This is more of an FM-synthesis mix. 16-bit would be more in the range of QSound in my opinion.

I didn't use a tracker: this is directly off the Mega Drive. I can't use TFM. :S
