"Loose Booty" itself was a slang term for a heroin addict-presumably taken from either not being able to sit straight while nodding, or the laxative effects (diarrhea) of heroin withdrawal hence the term "loose butt". George Clinton is a genius!

@bigsherm7 I think they did know what they were saying, this album contained a song titled 'biological speculation'. The album was pretty consistent all the way through with the theme. Loose Booty was the radio song
