@pattycr125  the vests aren't to protect against dogs but against people. Even tho you may be abusing your dog, you dont want it taken from you. Some people - abusers or not - may pull a gun on you to prevent you from saving the animal. There have been cases where animal enforcement have been attacked by abusive pet owners....hence the added protection of a vest.

i am from canada and i am against the clubbing of little baby seals. but they have been doing it for thousands of years and its a way of life for inuit people. you cant expect a thousand yr old tradition to be abolished over night. if enough people speak out about it than maybe people will start to think differently

@jpineaultful you cant expect that indeed. I dont know what the rules and punishments are if you do it. But I think against any animal cruelty should be a heavy punishment. In some countries if you kill someone you get killed yourself, this is really extreme but its the right thing to do. If you kill animals there should be a punishment like 5 years in jail and you have to pay 5000$. If you dont pay, they will take your house untill you pay. Im sure they will stop killing animals after a while.

Once again the Toronto Humane society has helped another animal and I'm sure he'll find a caring home this time. Sadly cruelty charges probably won't be laid because of the man's diminished mental capacity.
