if your growing with florecent lighting then yes they should be as close as possible without burning them when they are really close then check them often because a fast growing plant will soon touch and burn.
if your using HID(high intensity discharge) such as high pressure sodium or metal halide then it should be at least a foot away depending on the wattage and depending on your ability to regulate temperature as they give off a lot of heat
might give you more fluffy bud but the higher the light the more your bud is streching towards the light you need to keep the light 3 inches above them so the buds stay more dence witch gives you more weight
