OK. Now that I have cheated all over Tropico 3 I realized all you have to do is pause the game then click the right and left analog sticks.

It works but it took me a second to realize what to do. I think this might help for some people. 

While you are in a game you have to press in, click, the right and left analog sticks at the same time you press the back and start buttons.
