This was released on the Silver boxed set (Elvis Aron Presley) in 1980. It was a Limited Edition set and this was on the record titled Collectors' Gold from the Movie Years. Also included on the LP was a version (from the same movie) of "A Dog's Life", and he couldn't sing that without breaking up either.

There is a problem with the recording. The pitch is wrong. It is running too slowly. It should be between five and six percent faster. If you have software to do this, you will instantly hear the difference. Elvis' voice sounds weird here, but absolutely correct when you adjust by the range just cited. Trust me.

I get the giggles sometimes, and I'm never high as a kite. You say "he sounds" it, but I think you need context first. He was singing a song that would bore most people even if they had signed to do it.

We know he hated some of the stuff he was asked to sing. He, and whoever else that was in the studio, was probably laughing to avoid being all uptight about it. Also, humour, like body language, can be visual, so we don't know what the whole atmosphere was like in there.

This song datin was taken from film Paradise Hawaiian Style, one of his worst movies. He is laughing because he probably thinks the song is stupid like many of the songs in his movies. This certainly was not for his TV Special. The songs in that were far superior.
