Who asked you to use the IDE if you are worried about cost.? Use Flex SKD instead..then is it not open source? Frankly speaking..Adobe is not going to send detectives to check if you have created the application in Flex SDK or Flex builder..isnt it?

Open source? You have to pay huge sums for the IDE. With Java you already have Eclipse, until a free IDE comes along as good as Eclipse, I'm steering a wide berth around Flex.
