Bell (while he never had the qualities Phil used to have) had to lay multiple vocal tracks and his voice is nowhere as powerful as it was not so long ago (think Obsolete).Sure, it is a damn shame Phil can't sing like he used to (and I'm pretty confident he was able to hit these high notes and still sound like a monster) but I'd say the wear & tear has it's share on that.
