Well, after watching the video completly, Yes he was a little agressive on the whistle.
The hogger got surprise tested at the diamonds by his bosses, so I think he was pissed. I got a video of him blowing for 3 crossings where there was only one.

I put my hand to my ear (like Hulk Hogan does) the conductor threw His hands up - I guess He was saying "it's not me".
The blowing continues another 90 seconds - but I told my Nephew (videographer) to cut it because it was so ridiculous.
Of course the Engineer can always use the Holy grail of Safety First if anyone questions Him on it.
The area was under control with plenty of Law enforcement.
