In the generation 3 games, entire types were given one stat, either attack or special attack.

For example, both Fire Punch and Flamethrower were based with the Special Attack stat.

This was changed in generation 4.

However, Ice beam has a higher set power then Ice punch, so it WOULD do more damage. C:
