He means someone on the inside, like a Wells Fargo employee, got the home at a much reduced price because they could jam it through Wells' system without anybody noticing. If you don't believe that possible, search for the story about a Wells manager for turning away offers on a Malibu house so they could invite friends over to party on weekends.
