Actually it's because there's a restriction on fishing in the waters around Boulders Bay so there's lots of food for the penguins to eat.
Went there in 1995 but we went to the side which has the colony, not the swimming beach. I think you're not allowed to get close nowadays but we went right up to the colony and got some pretty amazing photographs.

i have to hypothesis why. People leaving scraps of food behind and/or being near humans keeps them safe from predators.

perhaps the penguins don't mind the people because we would tend to scare away the predators that would eat them.
