1. you can use tablets on any computer that has an USB input (thats every computer i know of)
2. Photoshop CS5 it isn't free
3. If you want to have any arts as a proffession you have to practice a whole lot, not just schooling. How much you practice is a very important thing, what you teach yourself is around 75% of the skill you need for drawing. Schools you should apply for things directed to one pieced illustration.
Practice is the key, im 13 and i practice 5h+ daily c:

@zanpaku A modern Wacom tablet has 2048 levels of pressure sensitivity with a high level of resolution. A capacitive touchscreen will probably have significantly less pressure sensitivity, and low resolution, although it will permit other nifty things, like multi-touch. Wacom tablet is highly recommended, even a basic Bamboo unit!

If you mean a standard touchpad on a laptop, no, there is no comparison. A touchpad is probably the worst possible device to use for graphics. Not recommended at all. If it is actually a touch screen it may be better to use than a mouse, but still nowhere near a tablet.

Just try to save up about $70 and get a wacom bamboo or genuis tablet :)

You can buy it uprfront... expensive. You can get it with a very high end graphics tablet package... VERY expensive.
Or you can just pirate it... cheap but risky.
