But that's pretty much what that law means, you can only purchase firearms if you are 21 or older, but if you have a license (Which you can buy at any age as long as you can pass the test, I know a few 7 year olds who pass the test, now they have the license, but they can only hunt in youth season.) you can shoot firearms.
