Think on this - these micro chips are passive. To make them active transmitters that can be located by simple airplanes they will need to have the power of a cell phone within them. To be sensed by a satellite you would have to glow hot enough to be noticeable or have a klystron tube powered transmitter on your person, if not in a shopping cart you are pushing around.
