Usually, they will sound the sirens if the storm is rotating and shows that it can possibly produce a tornado. There are other things meterologists can see now, with radar and other instruments, such as wind shear, that tell them of an impending storm. They can even see a "hook echo" and no tornado on the ground, however, then they will sound the sirens, or, they should. A lot of places will sound the sirens if there are straightline winds over 60MPH....

actually, I hate to disagree, but sirens ARE turned on if a tornado(on the ground)has been spotted on radar or a visual sighting
