Initially, but Kid buu has the ability to raise his power level accoriding to that of his opponent by simply sensing him/her. If Kid buu were to sense somone power like SSJ4 Gogeta, he would be able to increase his power level to match Gogeta. The only reason he remained weaker was because SSJ3 Goku was the strongest power level he could sense. It's a good thing he didn't sesne anyone stronger than SSJ3 Goku or the whold Universe would have been f#*%ed...
