Having a seperated supervising unit sometimes can create more problems, such as bureaucracy, than benefits. Police protecting 8mm people in NYC does not have a seperated internal affair unit. ICAC's function against corruption has much less gray areas than overseeing police justification guidelines. ICAC can be a separated unit.
