This is just Wigan Councils cynical attempt at an Angel Of The North type talking point for Wigan. If the alleged sum of £70k has been spent on this eyesore then it is scandalous when the money could have been spent better elsewhere in the borough such as schools and roads. Instead of providing a giant urinal for the male patrons of the John Bull public house.
