It is legal.

There's no laws in CA about displacement for motorized scooters.

Standup scooters are all legal in CA,

as long as the scooter is designed for standing,

and you wear a helmet, you're not too loud,

follow the traffic laws and do not speed,

you'll be golden.

I've been riding this for 2 years and have never gotten pulled over on it.

The revs are low, you are correct.

I'm only pushing 5-6k at 35mph.

The revs can get much higher,

but I don't want to be going 60mph on these roads....:)

If I geared it any lower it would be a wheelie machine,

and I don't like to ride like that, too dangerous.
