It was time for change, and Phil is VERY smart . He knew metal was going this direction. If Exhorder didn't exist, Pantera would have continued on the same path as "Power Metal" and "Cowboys".
As far as influences, Exhorder deserves some credit for their contributions. So does Kreator, Coroner, and Kings X. (dont get me started)

He told me about this change in direction, when the band I used to play with (Z'kazan) opened up for Pantera at club 367 in 1992. (Saint Louis, Mo) It was actually 2 weeks before Vulgar was released, and Pantera's first headlining show---having just come off the road with Skid Row. He said Phil wanted to get heavier, and the guys agreed. The rest is history.

The vocals definitely stray into the same territory, although are more personalised I guess...

sounds pretty effin' brutal.
reminds me of when i was 14 and playing on a peavey rage! haha! i would turn the mid all the way down and dial up the bass and treble as far as they could go. now-a-days, i get get good thrash tone out of a dual rectifier, dbx compressor and sonic maximizer.
