The reason Arabs dislike Israel so much is because of its displacement of millions of Palestinians. Most of the documents planning Israel barely took the Palestinians into consideration if they did at all. How quickly would you accept citizenship if Iran suddenly gained American territory, kicked you out of your home so that Iranian citizens could move in, kicked you off of your farm land for Iranian citizens to use, imposed a different law system, and then offered you citizenship?
Jordan and Egypt have been hit hard with refugees. Jordan pretty much had the same issue with refugees as we have with illegal immigrants. They have almost 2 million Palestinian refugees to this day, and now Jordan has received nearly 1 million Iraqi refugees. Half of Jordan's population is made up of refugees. The way they're trying to solve it is through diplomacy more than wall-building.
Also, it's rather clear that a Palestinian homeland is what's at the heart of the issue since last month, Hamas said they would recognize Israel if they gave the West Bank to the Palestinian people to be governed by the Palestinian people.

Even if that 10% is still fierce, getting the rest of the people to work together against them in unity will help. As long as the nations start behaving with each other, or at least make an attempt to do so, tensions will decrease.
