He is not angry, he is afraid. Puffers puff up as a last ditch effort when they want to defend themselves from predators and that is done by increasing their body volume. In some occasions puffing can be fatal to the fish. So FYI that fish after that encounter could have died. So it aint that funny.

If you knew anything about the ocean, you would know that doing this to puffer fish kills them, as they can only puff up a certain number of times before they die due to their small hearts which give up easily. When they feel threatened, they are forced to convulse air into their bodies. It's not nice. It's like when we get burned, we instinctively move our hand away from the heat. It bypasses our brain.

No, they only fill with air when outside the water, underwater they use water to puff up. It's still not a good idea to get your fish to do it all the time as it can actually kill them from stress. The man or woman in the video is not doing anything wrong by handling the fish, they are stressing it no more than a predator in their environment would.
