I wish you'd specify the actual years they used these promos instead of just saying "late 90s" in the description; the line-ups they show off tend to give away when they used it. In this case, it's late in the 1997-98 season, as shown by the presence of "Channel Umptee-3" (which was originally on Saturdays)and "Captain Planet".

Oh, and it doesn't really surprise me that Cree Summer recorded new dialogue for Elmyra here, since she got her own series the following season anyway.
