He controls the head (eyes, mouth, neck) with his left arm, likely using similar mechanics as a ventriloquist's puppet, and he controls the right arm using his own, while the left arm is attached to a thin string that runs behind the neck and attaches to the right arm, so he can move both arms semi-realistically. Kids are likely not to notice the illusion.
