In the 8 months leading up to the attack they did not attack any of the suspected training camps and even disbanded the special Bin Laden unit. The Saudis did not offer Bin Laden to Clinton, I think you will find that it was Sudan. Bin Laden has not been resident in Saudi Arabia for Decades.
More importanly it wasn't the Sudanese government that offered Bin Laden but a freelancer called Mansoor Ijaz. The CIA came to the conclusion that Ijaz was full of shit and tried to go directly to the Sudanese government, they wern't interested in negotiating or even acnowledging Bin Laden's presence in the country.
