It doesn't create a National ID card, the state's are still responsible for designing and issuing the card. The act simply sets minimum security standards for the card.

I think this is one of the many issues that is overlooked by the average person. It's impossible to know everything that happens in Washington if you aren't part of the system, and this sort of thing hardly gets any media coverage.
