if you can follow it with your eyes, then its going from 0-5 mph. then if it is spinning fast enough that you cant follow it but the blades dont blend together, then its from 5-10 mph. finally, if you cant follow them with your eyes and they blend together, than its going faster than 10 mph.

The problem is, how do you tell how fast the wind is moving? It's more of a pinwheel than a speedometer...

by the way, you may want to put a piece of colored tape or paper so the process is easier.
