Just using some lotion/Vaseline will work. Anything that helps the powdery-ness of eyeshadow to stick to your skin so it doesn't gradually flake off after a while

You can try a concealer or foundation, which will give you a nice canvas for your shadow, but probably won't prevent creasing.
