I love LA colors because they're cheap and most of them are bright if used with a good base. Also i think you need a good blending brush to make it look like its not cheap.

I'll step in and say a black eyeshadow and a wet (dramp) brush. once the water evaporates on your lids, you're left with just the pigment. an eyeliner pencil will warm up and run because they're wax based.
