Being me, I'd look and see if the french drains can be fixed without digging them up. Maybe snaking them would clear them. Alternately, if the necessary distance was short, maybe dig a wide but shallow ditch (sodded afterwards) or install a PVC drain line. Be sure the association is on written notice of the problem in any case.
@shunabell Unfortunately it is a golf community. They use nasty chemicals in the grass. Our house is 30 minutes from the barn, so no ponies here :) The main trouble is the water getting in the crawl space. We have 3 large pumps to keep it clear but I don't think it is very healthy.
Good thing they put in those speed bumps... looks like the only good place for the kids to play now is in the street! A two year old could drown in that water!
Holy... I would not want to live there :/ too bad you cant really do anything with the water :( :(

Oh my boys would have so much fun there.. you should play in it with the ponies,, make the most of it. Shame for you it must be hard.

wow ur neighbor association must be freakin stupid if they chose to pay for 2 speed bumps over this water problem.i wuld not want to live there.
