Till pronounces his "R"s regularly (similar to the French) in interviews. But when he is singing he does it this way, to sound archaic. There are many regional accents of German where the r is tapped and so on (more in southern Germany), but this isn't that. He's just doing it, as I mentioned, to sound archaic, that is how German opera singers would pronounce it. It comes from the Italian influence on opera. If you listen to an old classical French singers, they do the same thing.
