At about 2:00, when EPA refused to investigate greenhouse gasses because they knew there would be a finding of endangerment, in which case they are REQUIRED to take action under CAA. Unfortunatly, CAA is an inappropriate policy tool to regulate GHGs. Again the finding only applies to new vehicle emissions and so is limited, but this opens the door for further challenges that might make it applicable to stationary sources.
