I think people get a bit confused with the manga&anime- in the manga, she is just an admirer of Gaara, as is her friend Sari. In the anime, she's used a lot in the filler episodes because too many Gaara fangirls have landed jobs in the Naruto filler writing dpmt, imo. But I'm just saying, she has an exaggerated importance in the fillers&movies; she&Sari are like the equivalent of all the Sasuke fangirls in Konoha&Kishi just used them to show that Gaara has been recognized as important in Suna.
