There wasn't a contract made between him and Konami that stated Guy Cihi's voice could be reused in a remake, so he initially refused to allow his voiceover to be put in the remake. However, he has since given all rights of his voiceover to Konami for the sake of the fans. So there is a rumour that gamers will have a choice of voiceover

Here's a legitimate answer, from Guy Cihi himself.

1. They couldn't find all the voice actors in time (STILL can't find Heather's).

2. Technical difficulties, due to coding issues in SH3 that SH2 didn't have.

3. Douglas's voice actor died.

@Valgaav19 yeah, although I personally think that b/c Heather's VA (Heather Morris) doesn't want to be involved and Douglas' VA (Richard Grosse) had died would be two reasonns why they could, all they'd really need was Vincent's VA (Clifford Rippel) because Donna Burke voiced Claudia - and she was basically the first on board with SH2 - of course they'd need to contact the "minor" characters' VAs... but, yeah. Technical difficulties seems to be the only "legit" reason... IMO.
