That photo has been explained since the day it first appeared. The ufos are internal reflections in the camera lens system of the streetlights illuminating the Capital steps at the bottom of the image, which is usually conveniently deleted. Get the full frame image. Starting from the center of the image draw a line to each of the brightest ufos. Then extrapolate the lines backwards toward the bottom of the frame. They ALL line up with an overexposed streetlight in the foreground.
