...the Elder at the end was well aware of what Bishop was singing about...he's been a minister for many years @ Perfecting...this was @ the beginning of service & he simply transitioned from the 'rain' that Bishop was singing about, to the Spirit 'raining' in the service...that's why he goes into a prayer at the end...Bishop is selective about who he allows in the pulpit, & I guarantee you he wouldn't allow anyone who isn't prepped to do an invocational prayer.
