In a ST:TNG episode, the legend of the 'U-Tatt'(a weapon capable of halting nuclear reactions in most stars) said the device was persued by 2 Vorgon CRIMINALS. This implies that the Vorgon race were very probably benign. Or at least not worth noting as a whole.
If you did watch the full video, you watched the scene in Daniel's quarters and nothing sounded like a gay crewman. If you're looking for gays go somewhere else, not here.
