what are the rules and regulations at those sand dunes?, because I'v been to the ones up in oregon but they're pretty strict about no jumps or going to fast

there are no rules that i know of execpt that you have to have a flag and wear a helmet. but there are no rules against jumping or riding fast unless you are in the camp ground.
