Please remember, there WAS water in our homes. We had running water, enough to flush toilets, bath our bodies, cook our food & meet our physical needs. The only thing different was the water had to be boiled briefly. If people (and I use that term loosely) behave like this while they still have running water in their homes can you imagine a TRUE emergency where we had no water at all?? I'm born & bred in Boston, this was completely unnecessary & an ugly view of the future.
