problem could be that the active drugs inside catnip burns rather than vaporizes.

THC (as im sure you're very familiar with) doesn't burn when you heat it up, it vaporizes (much like nicotine), thus, does not change the chemical compounds.

However, catnip's main active drugs might react with oxygen (like cocaine, which also reacts with oxygen, thus, diminishing it's effect).

Try ingesting it.
