Veronica's voice shocked me too but she is from the south.

According to her first appearance from Archie in the 40's, She is a southern debutante who Archie invites to his homecoming dance in a fake letter that Jughead accidentally mails off.

She reads the letter finds it hilarious but yet she accepts the invitation and rolls out to Riverdale.

Despite many mishaps that night ensued with, Veronica decides to stay in Riverdale for good with Archie and be Betty's best frienemy.
