You also heard (if you were paying attention) what appeared to be a sergeant state that if traffic became heavy, the officer was to terminate the chase. In short, it depends on the department policy. Some places would have terminated the pursuit the minute the guy reached speeds in excess of 80 -90 m/h. Other places no.

30 years, in my opinion, is far too excessive for this. He didn't killed or wounded anybody, only shot a gun in an uninhabited zone and was shoot 5 times at the end. The cop wasn't hurt during the chase, even he was very close to the car, and could have been an easy target, especially for a shotgun. This person wasn't responsible for the millions of people who lost all their money and were forced to be homeless as a result of white collars criminals who are never guilty of anything.
