I guess it's technically true. UN can't do a thing about the climate.

In the few areas that mankind has actually been able to command the forces of nature it has always ended in disaster. It's probably a good idea to conserve petroleum, but any heavy-handed attempt to pull the strings of nature will backfire in terror beyond Al Gore's immense imagination.
