Shendu's plans aren't very good, but he's the only one who ever tries to make something of his life. Apart from Bai Tza, all of the demons basically just wandered around doing stupid stuff until they got banished. They didn't have any plans, they didn't have any goals or ambitions or ideas of their own. They listen to Shendu because they cannot think on their own. They're not stupid, but they're pretty mindless.

@Horticultural1 In my opinion, from what I've seen, apart from Shendu, 3 of the other demons actually made major plans once they escaped. Tso-Lan's plan was obvious, Hsi Wu was actually able to work his way into the Chan family by befriending Jade, and Bai Tza set out to find a new empire. The others either followed Shendu's lead, or just sat there at home plate with a simple "kill Chan" mentality. As for not stupid, I can honestly tell you that Tchangzu and Dai Gui are complete boneheads.

@jameygamer that's fair. I went a little too far. those last three did come up with something respectable. Still, I really feel like they expect Shendu to do most of the work of thinking for them. He was the one who figured out a way to escape the void, he released them all successfully (they got themselves banished again!) he worked out this book of ages plan, and in the next season he escapes again and gets himself brought back to life. Shendu screws up a lot but he at least tries.

In the last episode (the one where Jade gets stuck in the Demon Netherworld) Shendu points out that as a spirit, he does not require a portal to travel between the realms and points out that this is why his portal was initially vacant (before they locked it up). The reason he was trapped in the Demon Netherworld was because his brothers and sisters cast a spell on him so that they can torture him for all eternity.

He can handle a lot of things, but evidently, being possessed by his worst nightmare, Shendu, was too much, since it left him pretty much powerless to do anything about it. It's like when Rinoa was possessed by Ultimecia in Final Fantasy VIII, being forced to serve the villain without being able to resist, and once he or she is done with you, they usually leave you to die.

When Shendu was sent to the demon netherworld, he was confronted by his brothers and sisters. They told him that all he cared about was getting back to power, but he remarked that their release was in the planning stages. In S2E11, Jade tells the Demons that Shendu was lying to them, and they weren't surprised.

In other words, when he was in Astral Projection, he could've gone to the Netherworld, but he just didn't feel like it, he would've rather just let them rot. Then he died and was S.O.L.
