Voting "present" (abstain) is often done when a bill has some good parts & some bad ones. Consider this statement:
"Seniors & veterans shall be given the benefits they deserve and babies shall be executed."
Now vote YES or NO on the ENTIRE STATEMENT (legislators can't pick & choose the parts they like; a bill is voted on as a whole).
A NO vote means you're against seniors and veterans. YES means you're for executing babies. PRESENT means the bill is too flawed to merit consideration.
do you think Barack Obamas voting of "present" 130 times on simple yes or no issues shows any type of ability to lead? Barack "double talk" Obama is a anti-freedon gun-grabbibg tax-and-spend government-knows-best wealth redistributing global socialist that says he is a devoted Christian while he is in South Carolina, but then insults people who "cling to their religions" while he is in San Fransisco. Barack Obama is a sack of socialist shit that will say and do anything to get a vote.
After donating $5 millions to her campaign,Clinton refused to disclose her tax return,as Obama did and every candidate should do. Why?What is she hiding?McCain did not disclose as well. THESE ARE FACTS,NOT WORDS.
Obama does not accept donations from lobbies, while Clinton does. That means that, once elected, she will owe to special interest groups while Obama will owe only to the people of America, the one million of people who have donated a few dollars each!. THESE ARE FACTS,NOT WORDS
From The New York Time (By ABNER J. MIKVA, 02-16-08): Unlike Congress and the legislatures of most other states, each chamber of the Illinois Legislature requires a constitutional majority to pass a bill. The state Senate has 59 members, so it takes 30 affirmative votes. This makes a "present" vote the same as a no.If a bill receives 29 votes, but the rest of the senators vote present, it fails... Mikva has been an Illinois legislator, a U.S. congressman, a federal judge and White House counsel
The fact that he doesnt really care about doing anything for us? He doesnt feel passionately enough about us to do anything for us. He only sponosred and passed to bills one of which named a post office. thats not change for me. It wont help me. A president can't miss votes...and not 40% like obama did.

130 votes of 4000 is not a small #. It's time Barack be vetted. Barack missed many votes as US senator. Not Hillary. Barack has had Lobbyists working for him & now says he would allow them 2 work in the White House. He's a flipper. With Hillary & Barack similar on issues, it's time 2 c who has experience: Hillary. Barack's been out campaigning since he took office 2 years ago. Hillary's been working with Republicans 4 change.
Yes, and she knows it. But she's so vindictive and shifty that she's going to make sure Obama gets his clock cleaned in November so she can paint herself in 2012 as the only viable candidate for the Democratic nomination. She may be a thug, like her husband, but she's savvy and thinks in the long term.
Might work, since McCain will most likely be a one-term President.
However, the usual nasty Democratic infighting just about guarantees the biggest GOP landslide since '80.
So, a vote 'present' in the Illinois senate is a tactic used in the legislation process. It's not a maybe, it's a positioning tool, filibuster? Hello. Anyone?

meh. "present" is usually part of a legislative strategy, it happens alot at the State level. This is another example of Clinton trying to blow up a non-issue into a big deal. She's trying to attack Obama where she in fact is weak.
He voted 4000 times, authored legislation to reform the death penalty, the justice system, and give universal health care to children. That's more progress on a State level than Clinton has achieved as a U.S Senator for 6 years.
Oh and also, wrote the toughest Ethics anti-lobbyist bill in Illinois history. You think Clinton would ever do that? No, because she lives and breathes on lobbyist money.
wrong he CO sponored that. besides he has lobbyists working on his campaign and will accept lobbysit money in the geenral election. besides he has them all budling money for him. DUAH! talk about do anything to win ambition driven tactics.

Obama has a clear problem making desicions!
130 Present Votes
Worst Senate attendance record
97% Votes along party lines
"That's above my pay grade"
When has Obama ever taken a strong stance on anything?
When has he been able to make a tough call?
Talk is cheap! Actions demand courage!
