The reason the leash was pulled taut like that is very likely so the tiger couldn't get any momentum to yank away with. That is one powerful cat, even at that size. More powerful than any dog. If it got even the slightest bit of slack to yank on, it would pull that guy off his feet, and he'd lose control, and you'd have a pissed off tiger mauling at people. If they're going to keep it there, as shitty as it may be, at least they have control of it.
