A human walking on his or her toes, the raised area behind the "heel" is where it's toes pushed off. The area that's pushed up shows the surface of the sand fractured by sand being shoved under the crust by the back part of the fore foot.

I grew up in rural West Virginia along the Ohio River (Parkersburg area) and in 1981 or so (can't recall exact time but I was ~12 years of age) there were similar tracks leading from near our house all the way up through yards and fields and garden and then forest, one track in front of the other, similar to what you're describing~ Hope we can find out what it is. Consider reading Vallee "Passport to Magonia" (faeries, etc)
