Sinead wrote this song (Unversal Mother album) and it is about overcoming the abuse she suffered as a child at the hands of her mother (not at the hands of priests as some think). The abuse was horrific enough that custody of Sinead and her siblings went to their father, almost unheard of in Ireland in the 1970s. Babylon, I believe, refers to the burning down of that destructive Babylonian state of mind.
