I believe Inoue's specifically talking about Japanese-only speakers. If one learns both English and Japanese (or any language for the matter) early on, accents aren't an issue. However, if one utilizes only one language all their life and tries to speak in an entirely new one, having a heavy accent is pretty much guaranteed.
